The Charlottetown Accord failed due to the amount of clauses it had in it, each of those designed to benefit a certain group. With all these clauses it was very easy to find faults in it. also 54.5 Canadian voters rejected the Accord. It was rejected the most in B.C, where 68.3 percent voted no. A lot of people in B.C felt that Quebec was being given too much power in the accord. There was no such contract. However, there were formal negotiations to enter Confederation in the early 1860s, and Quebec's - then Lower Canada's - chief representative was Sir George-Étienne Cartier.
The Charlottetown Accord attempted to resolve long-standing disputes around the division of powers between federal and provincial jurisdiction. With the failure of Meech Lake Accord, Quebec's nationalism began to increase, causing some federalists politicians to become separatists. Wikipedia will give you tons of answers! Hope i helped.
