Do you mean that the lights inside go on and off as you drive? If so, the problem might be the door switches. They control the interior lights and sometimes get gummed up. Spray WD40 in the door latches and open/close the doors a few times. This usually fixes the problem. Good Luck!
It depends on where you are driving the classic car. Check the laws for your location. In Connecticut, if the vehicle was manufactured new without signal lights then it is not required to have them. If the vehicle came new with signal lights, then they must be there and operational. A 1942 Oldsmobile that came new without signal lights has passed DOT inspection and is legally registered.
