Canada is a founding member of the North Atlantic Treaty Organization and the United States sole northern neighbor. Due to Canada position along the arctic, adjacent to which is Russia, are early warning concerns to the path of incoming ICBMs and bombers. Canada has both territorial & airspace national security concerns and a mutual defense interest with the United States into joining NORAD as a defense to these threats.

The 'record' in question is suspect in association. Criminal or Vinyl? Big difference. An American w/a criminal record can't even get into Canada from my understanding, so no i think not. An expunged record is a whole different animal. An American w/a vinyl record wouldn't be a problem, so yes they could..
Canada West didn't join confederation. It was the name given to what had been Upper Canada before it joined with Lower Canada to become the Province of Canada. This united province then confederated with Nova Scotia and New Brunswick in 1867 and was split into Ontario and Quebec. One of the reasons Canada sought confederation with its neighbouring colonies was to resolve its own political deadlock between the primarily English Canada West and the primarily French Canada East. Other influences included the desire to build an inter-colony rail road, as well as the desire to strengthen British North America against attack by the United States.
the first four colonies to join confederation were Nova Scotia, New Brunswick, Canada East and Canada West.

Canada did not join the American Revolution because the majority of Canadians at the time were loyal to the British Crown and did not support the revolutionary cause. Additionally, the British government took measures to prevent any rebellion in Canada by providing economic incentives and military support to maintain loyalty.
Prior to the Declaration of Independence, Congress did invite Quebec to join the cause as the 14th colony. Quebec rejected the offer, which precipitated the American invasion of Canada. Canada, having been French for some time, had a greater quantity of new immigrants from the United Kingdom than the American Colonies did (which itself was estimated at 15-25%).

Until the Broken Steel DLC comes out I don't think that you can join an organization.
It didn't. In fact, Mexico was the primary supporter of NAFTA (North American Free Trade Agreement), taking it more than 6 years -- since 1986 -- to convince the United States to join in. Canada just tagged along, as it had an already integrated economy towards the U.S.

No, the US never owned Canada. However, during the American Revolution, Britain invaded French Canada, causing many French Canadians to join the American cause. But during that time, Canada was still owned by France. Once the US won the American Revolution, the American concept of Manifest Destiny was set up. This idea is more commonly known as "sea to shining sea". This meant that the USA wanted to own everything from the Atlantic to the Pacific Ocean. This area that they hoped to acquire included Canada, so you could say that the US wanted to own Canada, but they never accomplished it. Today there is no more American longing of the Manifest Destiny, and we are happy with what we have and do not wish to own Canada.
