Tommy as the Green Ranger first gave his Dragon Shield to the Red Ranger (Jason) in the 1st season episode which was titled "Gung Ho!" Along time after that, Tommy's powers were drained by Rita's Green Candle spell in "The Green Candle" multi-parter so he gave his Coin to Jason which disabled the link between his Coin and the Green Candle which meant Jason could control all of the powers of the Green Ranger and that included placing the Dragon Shield on him when he needed it.
