It was copyrighted and published in 1990 to 1991. I don't think Crichton ever specifically mentioned what year it's supposed to be in the book. Authors usually don't do that unless the year that the story takes place is somehow important to the plot. That way, people are (hopefully) able to continue imagining that it takes place in the present day, many years after it was actually written and published.

Of course, all the science and technology makes this a little bit tricky, as scientific theories are constantly changing and evolving as our knowledge grows. Even now, just 20 years after it was published, a great deal of the science we learn about in the book is "old news" by now.

So, in short, I would assume that the novel is supposed to be taking place in the early 1990s. Around 1990 to 1991, when it was published.
