She doesn't turn into her, but they do switch clothes during the episode "Monster Hunter". Justin calls in professional Monster Hunters to hunt the three 'Monsters' he has found on Waverly Place before realising that the 'Monaters' are Juliet and her parents. Harper unwillingly switches clothes with Juliet to throws the monster hunters off her scent.
