Kansas was the setting for the earthly sequences in the original 1900 book edition of 'The Wonderful Wizard of Oz'. Omaha, Nebraska also was the setting for the remembrance sequences of the Wizard's former earthly life. The land of Oz was the setting for the beautiful, enchanted, magical sequences. The action took place in the Emerald City and in the countries of the Munchkins, the Quadlings, and the Winkies. There also was a reference to the North Country. But no action took place in the North Country of the Gillikins. According to the illustrations, the book was set around the time at which author and Oz series originator Lyman Frank Baum [May 15, 1856-May 6, 1919] first wrote and published it: 1899-1900. But it could have taken place at any historically recorded time point in which the practice of hot air ballooning, the settlement of Kansas, and the use of spectacles overlapped.

It doesn't take place in any specific year. Naturally since it was made in the 1930s it doesn't have a modern look, but it could take place at any time.

The author did not give a specific time for a good reason - he wanted the story to remain relevant no matter when you read it. It could be any time at all.
