When i hatched my Togepi, i thought of the same question. i gave away my Togekiss when it was level 34 or something. but anyway, My Togepi evolved at level 23. i think it evolves with happiness, but there may be a slight chance it was by level. i dont think so, though. and if you wanna know when togetic evolves into Togekiss, you need a shiny stone that you can find at Canalave city. just talk to the sailor and you can go to iron island. Meet Riley and when you go in, take the RIGHT staircase, navigate through the area (one trainer is there), and take the LEFT staircase. help Riley through the whole floor and face off in a 2 on 2 against a couple of team Galactic grunts. when you finish, leave the area and before you leave through the lit cave exit, get the item that you see in plain sight. use the Shiny stone on Togetic to get Togekiss.
