And it does happen....they kiss in episode 12 and hikari gets mad while kei laughs and they kiss in episode 24 while they are in the sky and not falling and they end up together. But he still calls her mrs.rank two...or whatever

not yet but a lot was not said and they put to little romance on kei and hikari and did not explain their relationship in the end. they do have enough material because the manga went on why they did not make a second season is beyond me.
