Actually, I recommend Metal Claw or Flash Cannon whats the point of Fighting and STEEL , I personally think Aura Sphere, Metal Claw, Bone Rush and Close Combat is good. Swords Dance would also be good doubling the attack stats or lucario. Aura Sphere for your basic fighting attack. Metal Claw for the Ghost types with levitate such as Genger and Mismagius. Bone Rush for electric types, I would say earthquake but it attack damage on all, even your TEAMMATE (if you have one) and Close Combat for a ultimate move. I also recommend having White Herb on Lucario. It'll help you alot when your using a move such as Close Combat. ....Obivously Aura Sphere, Dragon Pulse, Calm Mind, and Falsh cannon.
