MY first guess would be the U.S. Navy Seals. The first "pen" was most likely a grease pencil (commonly referred to as a `china marker') on a piece of usually white plastic, which could be wiped clean after the message was written on it and ready again for another use. Then there's NASA, who comes along and says, `Yeah, but will it work in outer space?' If not, something soon will.
