Do NCIS agents carry guns and work in the civilian population?

Carry guns? Yes, generally. Work in the civilian population? Not generally. NCIS stands for "Navy Criminal Investigation Service", and they only work on cases that involve Navy personnel.

Is there really an NCIS?

No. TV shows are highly dramatized to make them more interesting for the viewers. However, many of the cases that they have on NCIS may be based on real cases that have happened in the past with extra bits added.Yes, it is dramatized, but the TV show NCIS and the actual NCIS work very close together to ensure things stay true to the real NCIS. They even have what boils down to a liaison between the two (a former NCIS special agent) and the real NCIS shares cases with the tv show all the time.Real NCIS agents would never act so informally toward their fellow agents. Most of the agents are probably Naval Officers and would not go around "head slapping" other agents. Actually, most agents are NOT Naval Officers as active duty Naval Officers are not a part of NCIS. NCIS agents are civilians. Some are former Navy or Marine Corps (or other branches), but some have no military experience at all. Also, in the program, some stories seem to be about crimes that are beyond the Jurisdiction of the Navy. Actually the show stays pretty close to home when it comes to jurisdiction. NCIS investigates murder, rape, child abuse, fraud, terrorism, and many other crimes ALL OVER THE WORLD. Their jurisdiction is very wide spread and any and everything that involves a member of the Navy or Marine Corps can fall under their scope. This is just an add-on that is not from the original writer. Actually the actual NCIS help the actors walk, talk, and move like real agents. They also discuss different crimes so that the show seems more realistic.I'm not certain who answered the first time, or what affiliation they many have with NCIS. However, as a retired Special Agent of NCIS, I can tell you that the second answer in italics is much more accurate. The Army and Air Force use military personnel, but NCIS uses civilians. That way, high ranking officers cannot refuse to cooperate. Further, civilians stay in that role for longer lengths of time, and become more professional. There are only two things about the show that are not accurate, for the same reason that FBI stories and police stories are not accurate. All of them work multiple cases at the same time, and cannot focus on only one case. Also, Special Agents in Washington, D.C. do not interview people with white t-shirts showing (like Gibbs), but dress more professionally, and they don't head-slap. But the array of cases worked is accurate.
