However, as a retired Special Agent of NCIS, I can tell you that the second answer in italics is much more accurate. The Army and Air Force use military personnel, but NCIS uses civilians. That way, high ranking officers cannot refuse to cooperate. Further, civilians stay in that role for longer lengths of time, and become more professional. There are only two things about the show that are not accurate, for the same reason that FBI stories and police stories are not accurate. All of them work multiple cases at the same time, and cannot focus on only one case. Also, Special Agents in Washington, D.C. do not interview people with white t-shirts showing (like Gibbs), but dress more professionally, and they don't head-slap. But the array of cases worked is accurate.
