Shiny Stones can be obtained by using your Mining Kit to go underground and start digging. Eventually, you will start to find Plates, Shards, Fossils, and Stones in addition to the common orbs. The first stone you dig up will most likely be a Thunderstone, which is used to evolve Pikachu into Raichu, Eevee into Jolteon etc. Keep digging, though, and the next most common stone is the Shiny Stone. Then comes the Dawn, Dusk, Leaf, and Water stones.
