To find the Poketch President, go to the Poketch Company Headquarters in Jubilife City. The building is in the far northwest corner of the city, right before you enter Route 218. The president will be on the first floor, directly in front of the counter with the receptionist behind it.

After defeating the elite 4 and obtaining the national dex, talk to prof. oak in eterna city. He'll give you an upgrade and talk about the birds. Then you can track them down with the poketch (they're roaming pokemon)

Talk to the guy inside to receive it. 16. Move Tester - Talk to the Poketch President after receiving 7 gym badges. 17. Calendar - You get this from a resident in Sunyshore City by bringing him a Pokemon with a Serious Nature. 18. Dot Artist - You get this from a resident in Sunyshore City bybringing him a Pokemon with a Naive nature. 19. Roulette - You get this from a resident in Sunyshore City by bringing him a Pokemon with a Quirky Nature. 20. Poke Radar - By getting Pal Park 21. Kitchen Timer - Show the brown haired girl in Pal Park a Snorlax. She is in the bottom left handcorner. 22. Color Changer - Show the same girl in Pal Park a Kecleon. You need to answer the questions the three clowns gave you in Jubilife City(or however you spell it) then talk to the guy who first talked to you in Jubilife(or whatsoever)city.
Once you go to Jubilife City and talk to the 'Looker'. You will meet a man who tells you to find three clowns in the city for a Poketch.
on Pokemon pearl you only see 1
If you mean to obtain a poketch, it's very simple: First, you go to Jubilife and you'll be stopped by a man. He'll send you on a scavenger hunt for three clowns. The clowns are located by of the Poketch Building, behind the Pokemon Center and one's in front of the TV Building.

when you get to jubilife city, the poketch creator will talk to you and tell you to talk to the clowns in the city. talk to them and they will quiz you. get the question right and the clown will give you a coupon. once you have three coupons go back to the poketch creator and he will give you a poketch.

if you want the dowsing machine app, in diamond and pearl, you can find it when you arrive at route 206 from your childhood friend (Dawn/Lucas). the dowsing machine is like the itemfinder, it allows you to find hidden items. if you want to find the marking map, the president of the poketch company will give it to you when you talk to him after you have obtained three gym badges. the marking map is a simple map of sinnoh and has several markers for intriguing places. it also marks the spot of the two roaming pokemon in diamond and pearl, mesprit and cresselia.
