The only dress Bella has is the one she wears to prom. It is on the dark blue side, but not that dark. It is very plain. It does have a v-neck cut in it. Over all a very nice dress. Its frilly. Do you mean "It has ruffles on the waist to the bottom"? Well I haven't read the book in two years. But if I remember correctly, Bella viewed it as being frilly.

In the book, Bella also said it was "inappropriate" so therefore, it must be a low cut V-neck. She also said it was frilly, so it was dark blue and had ruffles from th waist down. I also remember it has a big waist band on it. In the movie, it looks kind of purple to me. :)
