Since the Larvitar line can only be found in Pokémon Y, you have to trade with someone to get Pupitar.
However, if you have enough Friend Codes registered on your Nintendo 3DS, you may find a Pupitar in the Friend Safari located in Kiloude City. Each friend has a Pokémon type associated with him/her so you just need to visit a Rock-type safari but please keep in mind that each safari can only have two to three unchangeable Pokémon.
In Pokémon Pearl, you can find Pupitar by evolving a Larvitar. To obtain a Larvitar, you need to trade for it from Pokémon Diamond, where it can be found in the Victory Road area. Once you have a Larvitar, level it up to level 30, and it will evolve into Pupitar.
