HINT: you have to defeat the gym leader at Hearthome City to use the HM surf. Beware she uses Dark type Pokemon! Use Bug and Fighting Pokemon to defeat her. DO NOT use psychic type Pokemon as they do not affect Dark Type Pokemon.
