I believe you can get it in the Veilstone department store on floor three. The woman closest to the little girl has mostly attack type moves like Fire Blast and Hyper Beam. You want the woman on the top, closer to the guitarist, who has light screen , in addition to false swipe, flash, safeguard and other defensive TM's. It is $2000 so you may have to win a few battles before you get it. Hope I helped! :)
