rotom is in the haunted mansion inside eterna forest. first you need to defeat the grass gym in eterna sothat you may use cut. now you can cut your way into the mansion! now go upstairs and in one of the room thre is a tv. SAVE FIRST then check the tv. if it is past 8pm rotom will jump from the tv and attack you. he is a legendary but decently easy to catch and really good to use in your team! Manaphy you cannot catch but if you made it to the Pokemon mansion on route 212, you can find a book in the office where the owner of the mansion is. If you read the book you will "see" manaphy and it will now be in your pokedex.

How can you breed Pokemon in platinum?
All you have to do is put your Rotom in the Solaceon Day Care with a Ditto and wait! Any Pokemon, regardless of its gender (or lack thereof) can be bred this way, save for all legendaries but Manaphy. And if you DO breed Manaphy, the result will always be a Phione, which does NOT evolve. Best to note that Rotom and Lucario are not legendaries, though many think they are.
