Go to Shoal Cave [this only works on Ruby, Sapphire, and Emerald]. Get to the ninja who gives you Focus Band. There should be a movable boulder. when you get past that there should be a door. Go through the door. this floor should be blue. Walk around. There should be a Snorunt.
