You cannot 'catch' a milotic. They can only be evolved from Feebas. Follow the instructions below to know how to get a Feebas. First, you must catch (or have) a Feebas. Feebas are found in only 4 spots in a river, and those 4 spots change every day (the river varies depending on what version of Pokemon game you have). Then, your Feebas must have the maximum of the beauty status. Then, it should evolve, but if it doesn't, level it up.

you can't get it so you have to have a Feebas in order to do this next you will need 2!!! ds's and give feebas a Prism Scale then Trade two ds needed. it evolves into a Milotic. (you might have to transfer a Feebas after compleating the game.) and that is how you get Milotic in Pokemon Black and White.
