In Pokemon Gold, Silver, Crystal, HeartGold and SoulSilver you can easily catch a wild shiny Gyarados in the Lake of Rage. Alternatively you can catch a wild shiny Gyarados anywhere else with a Super Rod or evolve a shiny Magikarp though both are extremely rare.
You find Gligar in Pokemon Platinum at Route 206. You can't FIND IT IN PEARL.
There is no set place to get a red Gyarados. A red Gyarados is what is referred to as a "shiny" Pokemon, which means only that it has a different color scheme than usual. The chance of encountering or breeding a shiny Pokemon is 1 out of 8192. That means that if you catch 8,192 Pokemon, only one of them will be shiny. So, the chances of finding a shiny Gyarados, specifically, are infinitesimally small. Also, SIT DOWN, SHUT UP AND ICUP AND HI!!!!!!

And in Pokemon Diamond, Pearl, and Platinum, where you battle the elite 4, where you use waterfall to get up there. You can find a gyarados in there. Gyrados is level 20. Find a level twenty or twenty one magikarp and level it up by one for Gyrados.
there is no red GYARADOS that you can catch, dont make assumptions. the only way to get a shiny red gyarados is to find a random one and hope that the 1/8192 chance happens
