To get a light ball you need to go to the trophy garden and find a female Pichu or Pikachu and use thief to try to take it from them. It's very hard to do it, but if you really want it, you'll probably be spending hours doing it. Make sure the Pokemon who knows thief doesn't have an item on it at any time or the light ball will not be taken.
If you want to make it a little easier, catch a Yanma which has the effect of CompoundEyes, making it 30% more possible to find a Pokemon with an item in the wild. Put him as your first Pokemon and find a way to get him knocked out so your Pokemon with Thief or Covet can take the Light Ball.
(This worked for me the first Pikachu that I found!)

Have a Pokemon with Compoudeyes Ability at Level 24 in the lead slot, a Pokemon with the Frisk Ability in the second slot, and a Pokemon with Thief, Covet, Trick (be sure to hold a common, useless item), or Switcheroo (again, be sure to hold a common, useless item) in reserve. Use a bunch of Repels/Super Repels/Max Repels so you'll only come across Pikachu and Staravia (both at Level 24).
