To get a drifloon, go to valley windworks on a friday. it will be standing there. if you mean brifblim, drifloon evolves somewhere in its 30s.

After you defeat Team Galactic in Floaroma Town every Friday Drifloon is there in front of the Valley Windworks talk to it and it will start a battle with you at which point you can try to catch it however it's a Level 22 Drifloon. Once you've caught it you can evolve it at Level 28 if you want to evolve it into Drifblim.
