Some slowpoke or slowbro hold it in slowpoke well, or a guy gives it to you near where u catch the slowpoke. I know that's for HG SS, but not so sure with GSC.

Go to slowpoke well in the Johto Region, (if you want it and you don't have any Pokemon game, All I know that if you start with HG(Heart Gold),SS(Soul Silver), or Pokemon Gold, you start or can go to the Johto Region) you need strength and surf however to talk to the guy that has the king rock. Another way is to but it with 3000 althete points at the Pokeathon Dome on Certain days. (one is Sunday)
