This TM is reasonably easy to get if you have progressed far in the game, like I have. Go to Jubilife City, and look for the Trainers School. It is a building with a red roof, just to the left of the Poke Centre. Battle the two school kids standing next to each other. They both have a Lv6 ABRA, so they are quite easy to defeat. Once this has been done, talk to the boy on the left and he will give you the TM. Good Luck!
