First, beat Tate and Liza at the Mossdeep Gym and receive your seventh badge, allowing you to teach your Pokemon Dive. Then Surf to Route 126. Dive when you see Dive-able water and you will be in a huge underwater cavern. Go as far south in the cavern as you can and you will find a cave entrance. In order to get the 8th Badge in Pokémon HeartGold, you have to defeat Clair in a Gym Battle and then you have to go into the shrine in the Dragon's Den and the Elder there will give you a test.
