Go to Cerulean City, meet Bill, defeat Misty, and take care of Team Rocket. Once you do this, go through the robbed house and go outside. Follow the path south. You will see a series of ledges. Keep going until you come to a house. This is the Pokémon Day Care Center where you can breed Pokémon. Hope this helps!
