Where is it a good place to train speed evs in diamond and pearl?

Here are locations on where you can find Pokemon with Speed EVs:
- Route 201: Starly
- Caves or night time: Zubat and Golbat
- Trophy Garden: Pikachu, Pichu, and Staravia
- Route 205: the Fisherman with 6 Magikarp. (Second from the right) They have 1 Speed EV each.
- Cycling Road: the Cyclist with Staravia. (Third male from the top of the road) They have 2 Speed EVs each.
I'd say the Fisherman with 6 Magikarp would be the best location to rapidly gain Speed Evs.
