Pastoria City is below Lake Valor. Go right out of the city and go down the beach, turn right and then when you see the two children, go up into the lakeside hotel reception. Go through and keep going until you pass the lady who has lost her key outside her hotel door. Carry on and turn left into the trees and there is Lake Valor! Team Galactic will have messed it up and you can only go in when the galactic bomb goes off. This happens when you follow the galactic grunt that is outside the Great Marsh entrance. To restore lake Valor, defeat Cyrus at the Spear Pillar and battle/capture Dialga/Palkia/Giratina. Alternatively, go south from Veilstone City. Look at your map. Simples! ;) Hope I helped! :)
