First a character will tell you about your quest. Then you should go to the main hall (the one with the clock and the stairs and stuff) and the relic should be on the left or right bottom corner of the hall. If Victor is there, hide next to a small table in the room. He won't see you. When Victor is in the main hall, go out of the room and come back again. He might be gone, but maybe not. If he isn't there, get the relic.
