If you're trying to trace wire, you're going about it the hard way, and might not find what you're looking for... so let's try process of elimination. Have the transmission in reverse, with all other lights off and the key switch on. Take a test light and check for power at the lamp itself. If there's nothing there, move up to the six pin connector at the back of the frame. If you get power there, but not at the light, you have a broken wire in the harness itself, a bad ground, or a faulty connector (those Weatherpack plugs aren't the most sturdy). If you don't have power there, rule out the reverse lamp switch. Go into the cab, undo the screws which hold the boot on the shift lever to the floor, and pull up the boot. Look down in there... you'll see a switch sticking out of the side of the transmission... there's a Weatherpack plug going to it. Disconect the Weatherpack plug... one pole should be powered. Take a jumper wire, and jump the two poles. If you reverse lamps come on at this point, you have a faulty switch.

The problem is the reverse light switch. It is located on the top of the transmission that should sloved your problem.

Could be the brake light switch or fuse.
If the reverse lights are not working on a 1999 Chevy Suburban, be sure to check the fuse panel. If all the fuses are in working order, check the wires for any loose connections. Faulty wires can result in little or no light input.
Assuming you have a manual Eaton-Fuller transmission, you'll lift up the boot on the floor which the shift column goes through, and it'll be directly below, sticking out of the side of the transmission... you can remove it with... I wanna say a 7/8 wrench, but it might be 15/16... haven't had to do one of those in a while. It's connected to the wiring with a weatherpack terminal... disconnect it, and set up jumper wire from one post to the other... the supply wire will always be hot when the key is in the on position, so if the reverse lamps don't come on when you bypass the switch and jump the two terminals, then your problem is elsewhere in the circuit.
