The only way i know of is transfering a Pokemon to Pokewalker, going to the SUBURBAN AREA and looking for Pokemon. you will eventually find one. there might be another place that i don't know of though....
You can also find it outside of Saffron in Kanto, but the pokewalker is much faster.
