Depends. Best to take Chimchar since the only fire type you'll encounter is a Ponyta. If you want defense, take piplup. Though slow, it's defense in 3rd form is quite good. If you want power, take turtwig. Turtwig, though slow, is really strong and not to mention, it can learn Earthquake once you get it in 3rd form.
Personally I think its Piplup because the moves it learns as it evolves and the Pokemon type it is and becomes as it evolves helps to cover up its weakness. So you would have a water/metal Pokemon when Piplup is in its final stage, meaning that the water type and moves it has will stop any damage from fire type moves. Also, I would teach Piplup peck, bubble beam, a metal type move and a move that can hit both opponents at the same time because with these moves and Piplups Pokemon type, when you get to the Elite Four, you should have an excellent Pokemon that is also great againstmost other Pokemon types.

Chimchar=very difficult due to a type disadvantage against the first gym whilst strong against the second gym.
Piplup=Moderate since it has a type advantage against the first gym whilst weak against the second gym (but keep in mind that you can catch a Starly on the first route a Murkrow in the Eterna forest and and a ponyta on route 211.)
Turtwig=easy PC type advantage and affected normally by the second gym (though many of the Pokemon in the gym know poison type moves it should not be counted on for x effective moves

Just migrate from the past games Pokemon leafgreen/firered or ruby/Sapphire/emerald. Then you will have them all.
