Technically, the character of Fogg, the owner of the asylum in which Johanna is held captive, is the smallest speaking role. He is only in one scene. In the original Broadway production, the actor playing Fogg was also in the ensemble. However, in the two subsequent Broadway revivals, the actor playing Fogg played only that role.
The character of Pirelli is also quite small, but not as small as Fogg. However, Pirelli is very important to the plot.

I assume you are referring to Stephen Sondheim's musical Sweeney Todd, which was made into a movie starring Johnny Depp and directed by Tim Burton.There have been quite a few totally, completely different versions of the Sweeney Todd story. For example, Ben Kingsley stars as Sweeney Todd in a version that could not be more different. There's no revenge story, no Lucy and Johanna, no Judge Turpin, etc. In the Ben Kingsley version, Sweeney is a greedy villain, rather than a tragic character motivated by revenge.Anyway, in Stephen Sondheim's Sweeney Todd, Judge Turpin is Sweeney's principal enemy.

Contrary to popular belief, Sweeney Todd is a fictional character, and did not really exist. The old wives' tale of Sweeney Todd however, began in the late 1800's.
They dont really make them. For the movie version of Sweeney, Rubie's Costume Company offers a men's size medium as the smallest size. eBay sometimes has sellers that make custom sized Sweeney Todd costumes, so trying there might help. Although it would probably be best to make it yourself. However, there isn't a costume offered for the original Hearn style Sweeney, but that can easily be re created with a pair of old looking pants, a white shirt and suspenders.
