In general, 9 stone is a healthy weight for most people. However, determing whether you're overweight or not depends on a lot of factors (height, age, activity level, muscle mass, frame size, etc.). It's impossible to tell whether you're a healthy weight or not just by your height. You could try an online weight calculator OR (even better) ask a doctor.
It is neither necessary nor sufficient. There are healthy people who are not 5"5"" and 113 pounds and there are people of that exact height and weight who are not healthy. There is nothing inherently healthy or unhealthy about that height and weight.
