If you only consider the Easter portion of the Caribbean (lesser Antilles) to be 'Caribbean', then Venezuela is not considered part of the Caribbean by most people because of the fact that it does not share the Caribbean's culture. However, Venezuela IS in fact, part of the Caribbean, whether 'most' people think so or not. Venezuela's entire coast borders the Caribbean Sea, and it's Caribbean history is very rich (including the Spanish, pirates, gold/silver, slaves, etc).
