In Pokémon SoulSilver, you cannot find Kirlia however you could catch a Ralts in Route 34 and evolve int into Kirlia at Level 20.
Do you need a pokeradar to find ralts on platinum?
You can't get the PokeRadar in HeartGold. Ralts appears on Route 34 but only when there is a swarm. To check if there is a swarm, after getting the National Dex, check Mary and Oak's channel on the PokeGear Radio. A different Swarm will be announced each day so you just have to wait until it's Ralts.
How to get kirlia in pearl?
first of all you need a poke radar you get it from proffeser rowan once you have filled the sinnoh pokedex. the best place to find them is on route 203. there pretty rare but if you keep looking you'll find it. - you need to evolve a kirlia (evolves from level 30)- to get kirlia evolve ralts (evolves from level 20)- to get ralts, routes 208, 209 and 212. it is rare though, and not available until the regional pokédex is completed :D

Catch a RALTS, can be found at the route beneath Solaceon Town. Train your RALTS to level 20 and it will evolve into KIRLIA. Train Kirlia to level 30 and congratulations! You'll now have a Gardevior! (P.S if your KIRLIA is a male, you could give it a dawn stone to evolve it to GALID)
