This plan fails because Hamlet finds out and switches the letter resulting in the death of its carrier (Rosencrantz and Guildenstern). When he comes back.. the King tries to get rid of him by 1. Putting poisin in his drink (but fails and Gertrude ends up drinking it). 2. Poisining Laertes' sowrd so he would kill Hamlet while fighting, and he succeeds. (But of course that happens after Hamlet finds out and kills the King)

King Claudius believes that Hamlet is a threat to him because Hamlet killed Polonius, who was hiding behind the curtains and Hamlet and actually thought it was Claudius. Claudius feels threatened and in danger by Hamlets behavior and as a precaution sends him to England, where Claudius also sends a letter to kill Hamlet upon arrival in England.
Zeffirelli does not open with a the scene written by Shakespeare, where King Hamlet's ghost arrives. Instead Zeffirelli take the liberty to add a scene where old King Hamlet is being buried. That would be the main difference and Zeffirelli had a number of reasons for doing so
