It is believed the letter was originally written to all believers. The letter itself does not identify who they were or where they lived, there is no greeting or description of persons, places, or events taking place. So with the format that John used it is believed that he was writing to several various churches .

Most academic scholars and may other serious students of the New Testament believe that the first letter Paul wrote was 1 Thessalonians in about 49 CE. Paul was, in fact, the first Christian writer. He wrote until some time around or after 63. The next four writers were the anonymous authors of the Gospels that came to be called Mark (c. 68), Matthew (c. 80), Luke (85), and John (90-100). I Thessalonians was not to THE Church but to the church in Thessalonia. There was no single church that we know of at that time. Paul established a number of congregation in the greater Asia Minor area but there was debate from the outset and it continues to this day over whether or not Jews (or others) who had an understanding of Jesus' messiahship different than Paul's could then or now be called Christians. Certainly Paul wrote of false teachers but that could have been his own arrogance speaking. Whether what he taught or what others taught was true has not been determined.

Peter wrote it to a church.

The opening verse reads ".....to the strangers scattered throughout Pontus, Galatia, Cappadocia, Asia and Bithynia".

It is uncertain if the people in the regions named are Jewish Christians or Gentile Christians. But was not written to one single church.
