No one ACTUALLY knows. But, people consider Lucy liking Natsu. But the final answer is nobody... Yet.

Natsu and Lucy are ALWAYS TOGETHER, that is why people consider them as a nice couple, and Hiro Mashima picks from what the fan wants.

Fairy Tail is not a romance manga or anime. It`s about friendship and battles, but no one cares about that, they care about the `should be ` couples.

Some people like Gray and Lucy, but people like Juvia and Gray together, so Gray will possibly fall in love with Juvia.

This is not an exact answer, the only love in this manga and anime is Jellal x Erza, Levi x Gajeel, Evergreen x Elfman and Charle x Happy.

These are the only main couples that are SUPPOSED to end up with each other. Lucy may never be married, Natsu, Gray or even Erza if Jellal x Erza doesn`t work out.

but i hope she likes erza scarlet.. and i wish they would be together..

It is not interpreted yet to whom lucy might have feelings for though it is hinted that she wil most likely end up with Natsu Dragneel but there are also other candidates that will possibly work such as Gray Fullbuster and Loke.
