For many years, from 1969 until 2002, the voice was Frank Oz, a British-born puppeteer, director and actor. Then, after 2002, the primary voice of Cooke Monster became puppeteer and producer David Rudman.

Others have voiced Cookie Monster, too, though not consistently. Notable others include Jim Henson, creator of The Muppets, and Eric Jacobson, who currently voices Bert/Grover.
