I've read the book and seen the movie. The book doesn't even mention Willy Wonka's parents, that was added as part of the story in the movie. The movie, however, never mentions or gives any hints as to anything about his mother. The only thing that can be deduced is that her last name is Wonka, unless she decided to get a divorce, of course.
Willy Wonka is a fictional character.
The Oompa-Loompas work for Willy Wonka in his chocolate factory. Willy Wonka trusts them to do a good job for him.
Somebody similar to himself - who will continue to run the factory in the same manner he was already running it.

In the original movie production of Roald Dahl's 'Willie Wonka and the Chocolate Factory,' Mr. Wonka speaks in Latin near the end of the film in a not entirely intelligible way, that is, in a partly gibberish way. The terms spoken by Wonka appear to be 'fax mentis incendium gloria cultum et cetera et cetera memo bis punitor delicatum.' Various translations have been supplied by those who have studied this somewhat mysterious utterance of Wonka.

I think that's an easy one. Mr. Wonka obviously feels sympathy for Charlie, and he think Charlie is like him! If you met someone you like a lot, among many that you don't, you'd probably give them chocolates.
