u prolly mean chip foose, who is a hot-rod shop owner, a designer/fabricator as well (though i'd say just a pretty face ;) ah nvm), and he also stars on a show called "overhaulin'", where they pull a prank on some1 as though their car(a piece of junk usually) was stolen/towed/misplaced, but rly they improve it real nice. couple of seasons of the show aired on TLC
