Well, Gengar is Ghost and Poision type, and Epoleon is Water and Steel. It depends on their nature,status,level,and the moves that they know. I don't own a Epoleon{I wish}, but I have heard that it has very good defense. Gengar on the other hand, is suprisingly weak to Psychic type move {although it can learn Psychic}. So, I suggest to get Epoleon for its defense

Opinion 1 - Gengar is good as it is. Try training Empoleon and Infernape until they are stronger than Gengar. Teach Roselia Leaf Storm and Staraptor Brave Bird. Level up Dialga to 60. Start training Roselia and Staraptor fast because they're not the best. Next train Infernape and Empoleon and then train Dialga because it is already pretty ultimate with Roar of Time and also teach it Ancient Power.
