Before the timeskip, Boa Hancock. While Luffy has shown himself to be immune to the petrifying effect of her Mero Mero powers, Boa Hancock has shown incredible physical strength. As a powerful Haki user, she's able to fight Logia-types despite their intangibility, and (as Garp has done) would be able to injure a paramecia user like Luffy, despite any physical resistance it might grant them. She was able to destroy a Pacifista with a single kick, something the Straw Hat crew took all their combined strength to do.
However after the timeskip, Luffy has been shown to be able to do the same. He spent the previous two years in intense training, so might have surpassed her now.
