I guess he uses the mirrors hes collected, or he can communicate through other mirrors...if you read through the other books, youll find references to bad guys having mirrors...such as in the place where red was hiding their parents, the policce station, oz' workshop etc. Also, one of the trol/ogre things they capture in book 7 was discovered with a pocket mirror of his own...
