Who is the antagonist of the wonderful wizard of oz?

I've never read the book, and I know that movie versions of books are often quite different from the books they're based on, but in the movie it's because she blames Dorothy for the death of her sister, and she wants her sister's ruby slippers, which she cannot remove from Dorothy's feet until Dorothy's dead.
