Aladdin came from a medieval Arabian story found in the story collection "The Book of One Thousand and One Nights" (usually just called Arabian Nights over here), originally translated by Antoine Galland [He did not write it, just translated it]. Like many other old folk tales, it's near impossible to find exactly who came up with it. And like many other Disney movie characters, they didn't come up with it themselves (most were books first).
The film version of Aladdin (which I know you're asking about) was suggested by lyricist Howard Ashman,who wrote songs for the movie. The script had many rewrites, so many people added elements to the character of Aladdin seen in the final movie. If I can find out who did the final character design, I'll add that too.
