In platinum you fight Fantina, then the two road open, I believe you did that already - so, after those open, you have to takeTHE ONE TO THE RIGHT. That will lead you to Veilstone city which has the 4th gym in this game, AFTER THAT, Wake's gym will open. Btw, Wake allows for Surf, which you get from Cynthia, And Maylene (veilstone) allows for Fly, which you get in the galactic base in Veilstone. Thank you, hope I helped.
